Secretario de la M.I. Municipalidad de Guayaquil imparte conferencia en la Fundación Ecuador Libre


“Municipios en el 2011”

 

El miércoles 15 de diciembre, en las instalaciones de la Fundación Ecuador Libre se impartió, dentro de nuestro Programa de Fortalecimiento de los Sectores Público, Social y Empresarial, la conferencia CAM-FIE: “Municipios en el 2011” con la especial participación del Ab. Henry Cucalón Camacho, secretario de la M.I. Municipalidad de Guayaquil.  El evento contó con la participación de más de 30 asistentes interesados en conocer las nuevas competencias de los municipios.

El Ab. Henry Cucalón Camacho fue Secretario General (1998-2002) de la Procuraduría General del Estado. Desde el año 2003 hasta la actualidad se ha desempeñado como Secretario Municipal de la M.I. Municipalidad de Guayaquil. Además es profesor de Ciencias Políticas en la Universidad Espíritu Santo.

El Ab. Cucalón inició su intervención citando algunos de los artículos de la Constitución que se encuentran en el capítulo sobre Organización Territorial del Estado. Luego se realizó un análisis sobre las competencias para los Gobiernos Autónomos Descentralizados GADS que establece la Constitución y se analizaron algunas de las disposiciones generales del COOTAD.

Al tratar el punto sobre Participación Ciudadana se inició un interesante debate entre el expositor y los asistentes, muchos de los cuales pertenecían a comisiones barriales, en el cual el Ab. Cucalón pudo disipar muchas de las inquietudes sobre este tema.
